Support a complete and permanent ceasefire in Gaza
Why it matters: An unconditional and permanent ceasefire is essential to stop Israel’s violence in Gaza and to prevent further Palestinian casualties. It is also critical to creating the conditions necessary for a lasting political resolution to Israel’s genocide, illegal occupation and apartheid in Palestine.
The UN General Assembly in December 2024 demanded an “immediate, unconditional, and permanent ceasefire to be respected by all parties.”
Actively oppose anti-Palestinian racism, defend freedom of political expression
Commitment: Actively oppose anti-Palestinian racism and advocate for legal and policy measures to address anti-Palestinian and anti-Arab discrimination, while defending freedom of political expression.
Why it matters: Speaking out against anti-Palestinian racism demonstrates a commitment to equality and human dignity. It ensures marginalised communities, including Palestinians, are protected from discrimination. Support for anti-racist measures fosters inclusion and prioritises justice and fairness for all.
Championing freedom of speech is vital to allow for open discussion of human rights violations, enabling communities to hold the government accountable and engage in global affairs without fear of suppression or retribution.
Support the unhindered flow of humanitarian aid into Gaza
Commitment: Support the unhindered flow of humanitarian aid into Gaza, in compliance with international law.
Why it matters: Under international law, parties to a conflict must allow rapid and unimpeded humanitarian aid to those in need. Yet Israel has systematically obstructed humanitarian aid to Gaza in an act of collective punishment, worsening an already catastrophic crisis.
The UN has documented Israel’s obstruction of access to besieged Gaza, with only a fraction of planned aid deliveries permitted over the past 16 months. The Norwegian Refugee Council found that 83% of necessary food aid did not reach Gaza in 2024, leading to severe malnutrition and death, particularly among children.
Affirm Palestinians’ inalienable right to self-determination
Commitment: Affirm Palestinians’ inalienable and unconditional right to self-determination, as described by the UN Charter.
Why it matters: The right of Palestinians to self-determination is a cornerstone of international law and an essential element of justice and peace for Palestine.
The UN General Assembly has consistently affirmed the right of Palestinians to self-determination, notably in Resolution 3236 (1974), which states that Palestinians have the right to choose their political status and pursue their economic, social and cultural development.
This principle is further supported by the International Court of Justice’s 2024 advisory opinion, which reiterated that Israel’s actions violate Palestinians self-determination and sovereignty.
Supporting Palestinian self-determination means recognising their right to exist free from Israeli occupation and apartheid, and external imposition or influence.
Advocate for an end to Israel’s 18-year blockade of Gaza
Commitment: Advocate for an end to Israel’s 18-year blockade of Gaza.
Why it matters: Israel’s 18-year siege constitutes collective punishment – an unlawful act under international law, specifically the Fourth Geneva Convention. The UN Office for the Coordination of Humanitarian Affairs has repeatedly documented how this siege has created a humanitarian disaster, restricting Palestinian access to food, water, medical supplies and vital infrastructure.
Since October 2023, the blockade has intensified, cutting off essential resources like water, electricity, fuel and nearly all food and medical aid. The UN Secretary-General Antonio Guterres has demanded that the international community unite in calling for the end of Israel’s occupation and blockade of Gaza. In January 2024, the International Court of Justice reaffirmed this demand in its provisional measures.
Furthermore, in November 2024, the International Criminal Court (ICC) established reasonable grounds to believe that Israeli Prime Minister, Benjamin Netanyahu, and former defence minister, Yoav Gallant, are criminally responsible for using starvation as a method of warfare, and for committing crimes against humanity, issuing arrest warrants for the pair.
Support international legal efforts to hold Israel accountable
Commitment: Support efforts to ensure Australia upholds its obligations under international law, including enforcing ICC arrest warrants for individuals accused of crimes in Palestine, and supporting South Africa’s genocide case against Israel at the ICJ.
Why it matters: In November 2024, the ICC issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defence MInister Yoav Gallant, citing their roles in preventing access to humanitarian aid for Palestinians as part of the genocide in Gaza. As a signatory to the Rome Statute, Australia is legally obligated to cooperate with the ICC including executing arrest warrants for individuals accused of international crimes.
Amnesty International and the Australian Centre for International Justice have repeatedly called for the Australian government to uphold its legal obligations and fulfill its commitment to the ICC under international law.
Demand an end to Israel's illegal occupation and apartheid
Why it matters: The illegal status of Israel’s occupation and settlements has long been recognised by international legal institutions, including the UN Security Council, the International Court of Justice (ICJ), and the International Criminal Court (ICC). UN Security Council Resolution 2334 (2016) reaffirmed that Israel’s settlements have “no legal validity” and violate international law, while the ICJ’s 2004 advisory opinion ruled that Israel’s separation wall and settlement policies breach the Fourth Geneva Convention.
In July 2024, the ICJ handed down an advisory opinion reaffirming that Israel’s occupation, settlements, and exploitation of Palestinian resources are illegal and clarified that all states, including Australia, have obligations not to recognise, aid, or sustain Israel’s unlawful actions. As a signatory to the Fourth Geneva Convention, Australia must act to ensure compliance with international law or risk complicity in sustaining Israel’s illegal occupation and settler-colonial enterprise.
Support a two-way arms embargo on Israel
Commitment: Support a two-way arms embargo on Israel to prevent Australian complicity in war crimes and violations of international law.
Why it matters: A two-way arms embargo would be a crucial step in preventing further escalation of violence and would signal a global commitment to upholding human rights and international law. Such an embargo aligns with Australia’s obligations under the Arms Trade Treaty, which requires state parties to ensure that arms transfers do not contribute to violations of international law or atrocities.
The UN Human Rights Council, Amnesty International, Human Rights Watch, UN Special Rapporteur Francesca Albanese and others have called for an arms embargo on Israel, highlighting the role of arms and components transfers (both direct and indirect) in perpetuating Israel’s genocide and illegal occupation in Palestine.
Advocate for targeted sanctions against Israel
Commitment: Advocate for targeted sanctions on Israeli officials, entities and institutions complicit in Israel’s genocide, apartheid, war crimes, and the illegal occupation and settler violence.
Why it matters: Sanctions are a vital economic and political tool for holding Israel accountable for its genocide in Gaza. Amnesty International concluded in December 2024 that Israel’s actions constitute genocide, urging targeted sanctions, including asset freezes and travels bans, on those responsible for the atrocities.
In her March 2024 report, Anatomy of a Genocide, UN Special Rapporteur Francesca Albanese called on states to impose an arms embargo and sanctions to prevent Israel’s genocide. Furthermore, the UN General Assembly’s September 2024 resolution called for sanctions on individuals and entities responsible for maintaining Israel’s illegal occupation and apartheid system.
Support domestic legal safeguards against Australian complicity
Commitment: Support domestic legal safeguards, such as the Red Lines Package of legislation, to ensure Australia does not aid or abet war crimes, illegal settlements and crimes against humanity.
Why it matters: Australia currently lacks critical legal safeguards to prevent its businesses and government from supporting genocide, war crimes and crimes against humanity. The Red Lines Package introduces key reforms to hold arms companies accountable, divest from illegal Israeli settlements, and stop exports linked to war crimes.
The Red Lines Package consists of:
- Genocide Risk Reporting Bill: Aims to ensure that defence-related businesses report on genocide risks in their supply chains.
- Divesting from Illegal Israeli Settlements Bill: Stops Australian funds from investing in businesses operating in illegal Israeli settlements.
- Defence Trade Controls Amendment Bill: Bans defence exports linked to genocide, war crimes, or crimes against humanity.
These bills align with Australia’s international obligations under the Genocide Convention, Arms Trade Treaty and UN Human Rights Council resolutions, emphasising the importance of accountability and domestic legal measures to prevent complicity in genocide and other crimes against humanity.
