Australia’s laws still contain significant gaps that allow public funds, businesses, trade and government decisions to contribute to genocide, war crimes, crimes against humanity and illegal settlement activity.
The Red Lines Package is a suite of four proposed laws designed to ensure Australia does not arm, fund, invest in or profit from serious violations of international law.
Together, the bills will strengthen transparency and accountability, prevent investments linked to illegal settlements, tighten defence export controls, and prohibit trade in goods and services from occupied territories.
The four bills are:
• Genocide Reporting, Prevention and Restitution Bill 2026
• Divesting from Illegal Investments Bill 2026
• Defence Trade Controls Amendment (War Crimes, Crimes Against Humanity and Genocide) Bill 2026
• Occupied Territories Goods and Services (Import Prohibition) Bill 2026
